Dr. Ulimboka kutekwa, kupigwa na kuumizwa: Serikali inawajibika kutueleza

Nimechukizwa sana na habari za kutekwa, kupigwa na kuumizwa vibaya kwa Dr Ulimboka, Kiongozi wa Madaktari Nchini. Mambo kama haya tumezoea kuyasikia kwenye nchi za kidikteta na kuongozwa kiimla ambapo watawala badala ya kutumia njia ya kidemokrasia na kisheria kushughulikia wanaoamini ni maadui zao katika utawala, hutumia wahuni katika Taasisi za usalama kuteka raia, kuwatesa, kuwafunga na hata kuwaua.

Sitaki kuamini kwamba Tanzania imefikia huko. Nimezungumza na baadhi ya madaktari walio karibu na Dokta Ulimboka na kujulishwa kwamba majeruhi huyu wa vitendo vya hovyo kabisa kutokea hapa nchini alikamatwa jana usiku mnamo saa sita na watu wasiojulikana na kupelekwa katika msitu wa MagwePande na kujeruhiwa vibaya. Habari hizi bado hazijathibitishwa na vyanzo huru lakini ndio zilizopo hadi hivi sasa.

Serikali kama mlinzi wa usalama kwa raia inaWAJIBU kueleza tena kwa haraka ni nini kimetokea kwa kijana huyu msomi na kiongozi wa wataalamu wenzake. Serikali INAWAJIBIKA kueleza katika nyakati kama hizi ambapo kuna mgogoro kati yake na madaktari imekuwa wapi kuhakikisha usalama wa viongozi wa madaktari ili kuepusha watu wanaoitwa ‘agente provocateure‘ kuweza kuhatarisha hali ya amani ya nchi na hata kupelekea kuweka hali ya vitisho kwa madaktari wetu.

Serikali INAWAJIBIKA kueleza kama sasa imeamua kutumia njia za kihuni kumaliza matatizo na wananchi wake.

Nimemuomba Waziri kivuli wa Afya wa CHADEMA kufuatilia suala hili kwa kwa karibu sana ili kuhakikisha kwamba ukweli wote na ukweli mtupu unafahamika. Kamwe hatuwezi kuacha Mtanzania yeyote aonewe, anyanyaswe au akandamizwe eti kwa sababu ya kudai haki yake na za wenzake. ‘An injury to one, injuries to all’

Naomba madaktari wamwangalie kwa karibu daktari mwenzao ili aweze kupata nafuu. Ulinzi uimarishwe ili kuhakikisha usalama wake.

NI unyama. Mwenyekiti wa Jumuiya ya Madaktari Tanzania, Dk Steven Ulimboka ametekwa na watu wasiojulikana, kupigwa na kujeruhiwa sehemu mbalimbali za mwili, kisha kutupwa katika Msitu wa Pande, nje kidogo ya jiji Dar es Salaam.Daktari huyo ambaye amekuwa akiratibu mgomo wa madaktari unaoendelea, aliokotwa na msamaria mwema akiwa amefungwa mikono na miguu akiwa katika hali mbaya.

Baada ya kuokotwa na wasamaria wema na kufikishwa katika Kituo cha Polisi, Dk Ulimboka aliwahishwa katika Taasisi ya Mifupa Muhimbili (Moi) kwa matibabu, na ilielezwa kuwa hali yake haikuwa nzuri.

Taarifa za kujeruhiwa kwa Dk Ulimboka zilisambaa kwa kasi katika vyombo vya habari, mitandao ya kijamii na ujumbe mfupi wa simu.

Kutokana na tukio hilo, wanaharakati wa haki za binadamu wameituhumu Serikali kuhusika na tukio hilo, huku Serikali ikikana tuhuma hizo, na papohapo ikiagiza Jeshi la Polisi kuwasaka waliohusika.

Akisimulia mkasa huo kupitia Kituo cha Redio cha Clouds FM, Dk Ulimboka alisema tukio hilo lilitokea usiku wa kuamkia jana katika klabu ya Leaders jijini Dar es Salaam, alikokuwa na wenzake wawili.

Alisema baada ya kukaa kwenye baa hiyo kwa muda, alianza kujisikia vibaya tofauti na siku zingine.

"Mara, katikati ya maongezi tukaona mtu anaongea na simu. Ghafla tukiwa tunasema tuagane, wakaja watu kama watano hivi na bunduki, wakasema wewe na yule bwana mko free (huru), tunakuchukua wewe (Dk. Ulimboka)," alieleza na kuongeza,

"Sijakaa sawa, nikaona nimeshaburutwa nikaanguka kwenye lami, wakaniinua na kuniingiza kwenye gari nyeusi, lakini ilikuwa haina namba."

Taarifa zaidi zilizolifikia Mwananchi kutoka Moi alikolazwa kwenye chumba cha uangalizi maalumu, zilieleza kuwa baada ya uchunguzi, ilibainika kuwa daktari huyo aliteswa vibaya, ikiwamo kuumizwa sehemu za siri, kuvunjwa meno kadhaa, mbavu na miguu.

Habari zaidi zilisema kuwa, baada ya kufikishwa katika Msitu wa Pande na kupata kipigo, alizimia kwa muda na alipozinduka aliwachomoka watekaji hao na kujaribu kukimbia.

Msitu wa Pande ulioko wilayani Kinondoni, ndiko wafanyabiashara watatu wa madini kutoka Mahenge, Morogoro na dereva teksi wa Manzese Dar es Salaam waliuawa na polisi mwaka 2006.

Chanzo chetu cha habari kilisema, baada ya Dk Ulimboka kujaribu kuwatoroka watekaji, walipiga risasi mbili hewani, aliposimama wakamshika na kumpa kipigo na mateso zaidi, hivyo kusababisha avunjike maeneo mbalimbali ya mwili.

Polisi waunda tume
Jeshi la Polisi limeunda jopo kuchunguza tukio la utekaji nyara na shambulio la kudhuru mwili wa Dk Ulimboka.

Kamanda wa Polisi wa Kanda Maalumu ya Dar es Salaam, Suleiman Kova alisema jana kuwa tukio hilo ni la aina yake na kwamba halijawahi kutokea hapa nchini.

Alisema jopo hilo ambalo linaongozwa na Kamishna Msaidizi wa Polisi, Ahmed Msangi linahusisha wapelelezi wa fani mbalimbali.
“Ni issue (jambo) ambayo imetokea bila kutegemea katika namna ambayo ina utata, hivyo kazi yetu ni kutegua utata huo,” alisema Kova na kuongeza:
“Hatutaki katika nchi yetu matukio kama haya yawe ya kawaida, tunataka liwe la mwanzo na la mwisho.”

Kamanda huyo alisema yeye alipata taarifa za kutekwa Dk Ulimboka usiku wa kuamkia jana saa 7 usiku.

Kwa mujibu wa Kamanda Kova, Dk Ulimboka aliokotwa na raia mwema katika eneo la Msitu wa Pande jana saa 2:30 asubuhi karibu na barabara huku akiwa na majeraha sehemu mbalimbali za mwili, ikiwamo kichwani na mikononi.
Alisema raia huyo (jina limehifadhiwa) alitoa taarifa katika Kituo cha Polisi Bunju, na askari walikwenda kwenye gari la raia huyo na kumkuta Dk Ulimboka wakamchukua na kwenda naye ndani.
 Kova alisema: “Aliyemuokota alisema alimkuta amefungwa mikono na miguu, na inaonekana kama watu hao walikuwa wanalipiza kisasi.”
Kwa mujibu wa kamanda huyo, akiwa kituoni hapo, Dk Ulimboka alijieleza kwamba juzi saa 5:30 usiku akiwa katika klabu ya Leaders na wenzake wanapata vinywaji pamoja na wateja wengine, walikuja watu watano na kuwatishia.
Alisema watu hao waliwataka walale chini na kwamba walitii, kisha watu hao walimchukua Ulimboka na kuwaambia wengine waendelee na vinywaji.
“Ulimboka alisema watu hao walikuwa na gari aina ya Escudo lenye rangi nyeusi na hili gari halikuwa na namba na walichukua ufunguo wake wa gari, nyaraka kadhaa na hela alizokuwa nazo,” alisema Kova.
Alisema akiwa katika gari hilo na watu wengine watano, ghafla walianza kumpiga huku wakiwa hawasemi chochote na kwamba baadaye walimfunika kichwani na fulana nyeusi hadi Msitu wa Pande.
Kova alisema baada ya maelezo hayo, Dk Ulimboka alitoa namba za simu za rafiki yake Dk Deogratius, na baada ya hapo alipewa fomu ya matibabu (PF3) na kupelekwa katika Hospitali ya Taifa Muhimbili (MNH) kwa matibabu.
Kamanda huyo alitoa wito kwa wananchi na mtu yeyote mwenye taarifa kamili kuhusu tukio hilo atoe taarifa, kwani lisipojulikana vizuri linaweza kuzua minong’ono mingi.
Askari ajeruhiwa MNH
Katika hatua nyingine, Kova alisema watu wasiojulikana wamemjeruhi Mkuu wa Upelelezi wa Kituo cha Polisi cha Selander Bridge ambaye alikwenda MNH kufanya upelelezi wa tukio hilo.
Kwa mujibu wa Kova, Mkuu huyo wa upelelezi alijeruhiwa wakati akiwa anaongea na simu, na kwamba watu hao pia walimpora vitu alivyokuwa navyo ikiwemo simu.
Mkurugenzi Moi

Mkurugenzi wa Tiba katika Taasisi ya Mifupa Muhimbili (Moi), Cuthbert Mchalo alisema majeruhi huyo alifikishwa hospitalini hapo saa 4:25  asubuhi, kwa msaada wa gari la wagonjwa la Kampuni AAR, kutoka Kituo Kidogo cha Polisi Bunju.

“Tumempokea, anaendelea vizuri na amepata maumivu katika maeneo ya kifuani, kichwani na tumboni,” alisema na kuongeza kuwa taarifa zaidi zitatolewa baadaye.

Alifafanua kwamba kwa sasa wanajitahidi kumpatia matibabu, ingawa alipelekwa hospitalini hapo akiwa katika hali ambayo siyo nzuri, na uchunguzi zaidi unaendelea.

Wanaharakati walaumu Serikali
Miongoni mwa watu wa kwanza kufika katika Kituo cha Polisi Bunju kumuona Dk Ulimboka ni Mkurugenzi wa Kituo cha Sheria na Haki za Binadamu (LHRC), Dk Hellen Kijo-Bisimba ambaye alisema kilichotokea kinaonyesha jinsi gani Serikali ilivyo na woga katika kushughulikia  matatizo ya wananchi.

Dk Bisimba alisema wao wanaamini kuwa tukio hilo lina mkono wa Serikali na kama ni kinyume cha hapo, basi inapaswa kuwaridhisha wananchi kuwa hawana mkono wao katika sakata hilo.

“Kama wao hawana mkono wao basi wanapaswa kuwaridhisha wananchi kuwa hawahusiki kwa kuwatia mbaroni wahusika na kuwafikisha katika vyombo vya sheria,” alisema Bisimba.

Mkurugenzi huyo alisema matamshi ya Waziri Mkuu, Mizengo Pinda bungeni jana kuwa wanashughulikia suala la madaktari na watalimaliza liwalo na liwe inaleta tafsiri kuwa kilichotokea kina mkono wao.

“Alivyosema liwalo na liwe na kinachotokea sasa kinabainisha kuwa mengi zaidi yatafuata,” alisema Bisimba na kuongeza kuwa hali hiyo inasikitisha na haikuwahi kufikiriwa.

Bisimba alisema baada ya wasamaria kumkuta mnamo saa 12:00 asubuhi, walimpeleka katika kituo kidogo cha Polisi cha Bunju ambako polisi walifungua mashtaka ya wizi wa maungoni na kupatiwa RB yenye namba BJ/RB/1870/2012.
“Mimi nilipata taarifa za kutekwa kwake kutoka kwa mwenzie aliyekuwa naye mnamo saa nane usiku, na baada ya kupata taarifa hizo niliwaeleza wanaharakati wenzangu juu ya hatua za kuchukua,” alisema Bisimba.

Bisimba alisema aliwasili katika Kituo cha Polisi cha Bunju, jana mapema asubuhi na kumkuta Dk Ulimboka akiwa amejeruhiwa vibaya, lakini hakuwa amepatiwa huduma yoyote.

“Tulikwenda kumchukua na kukuta hali yake ni mbaya, lakini cha ajabu pamoja na majeraha yote hakupatiwa msaada wowote wa huduma, jambo ambalo lilitusikitisha sana,” alisema.

Kwa upande wake Mkurugenzi Mtendaji wa Taasisi ya Sikika, Irenea Kiria alisema kilichotokea ni kitu kibaya na kinaonyesha jinsi gani Serikali inavyoshughulika na watu, badala ya kujali hoja za msingi ambazo zinawasilishwa.

Kiria alisema hoja za madaktari zilipaswa kusikilizwa kwani licha ya madai ya masilahi yao lakini pia wanapigania mazingira bora yenye utu kwa ajili ya wagonjwa.

Madai mengine ni upatikanaji wa dawa na vifaa tiba kwa ajili ya kuwahudumia wananchi pamoja na upatikanaji wa dawa, mambo ambayo alisema hayahitaji mjadala.

“Suala la masilahi ya madaktari linazungumzika lakini siyo suala la dawa, mazingira bora ya kuwahudumia wagonjwa na upatikanaji wa vifaa tiba na vipimo vingine,” alisema Kiria.

Nchimbi: Tutawasaka
Kwa upande wake Waziri wa Mambo ya Ndani, Dk Emmanuel Nchimbi alisema Serikali imeliagiza Jeshi la Polisi kuwasaka na kuwachukulia hatua watakaobainika kuhusika na utekaji huo.

Dk Nchimbi alisema mjini Dodoma kuwa Serikali haihusiki kwa namna yoyote ile na utekaji nyara huo, na kwamba kitendo hicho kinapaswa kulaaniwa kwani hakikubaliki katika jamii hasa kwa zama hizi.

“Kwanza, madaktari ni watu muhimu ambao wao ndio wanaotuwezesha sisi kuishi, kwa hiyo wapo kwa ajili ya maisha yetu, hata kama asingekuwa daktari, kwa mtu yeyote yule, jambo hili halikubaliki katika nchi yetu,” alisema Dk Nchimbi na kuongeza:

“Tumewaagiza polisi wafanye uchunguzi ili kuwabaini wahusika na wakipatikana wafikishwe katika vyombo vya sheria, maana hatuwezi kwa namna yoyote kuvumilia vitendo vya aina hii.”

Alisema Serikali imestushwa sana na tukio hilo na haitavumilia kwa namna yoyote vitendo hivyo pamoja na vile vya unyanyasaji kwani ni kinyume cha sheria.

Kuhusu kupigwa kwa Mkuu wa Upelelezi (OC- CID), ASP Mukiri, Dk Nchimbi alisema lilikuwa ni tukio la bahati mbaya kwamba madaktari waliokuwapo Muhimbili walishindwa kuwa na uvumilivu kwani askari aliyepigwa alikuwa ameagizwa na Kamanda wa Polisi wa Mkoa wa Kinondoni, Charles Kenyela kwenda kufuatilia matibabu ya Dk Ulimboka.

“Hapa ndipo ninapotofautiana na watu wengi, mnampigaje polisi, maana yule anapaswa kuwa rafiki wa raia, sasa unampigaje mtu ambaye ni mlinzi na umemwajiri, analipwa kwa kodi yako?” alihoji Dk Nchimbi.

Yaliyojiri bungeni
Tukio hilo lililosambaa kwa kasi katika mitandao ya kijamii na vyombo vya habari, liliibuka bungeni, ambako Mbunge wa Kawe (Chadema), Halima Mdee alilaani vikali kitendo cha watu wanaodaiwa ni maofisa wa vyombo vya usalama kumpiga Dk Ulimboka.Alisema kitendo hicho ni unyama unaostahili kukemewa na kila mpenda amani hapa nchini.

“Tumestushwa na tukio hilo na tunalaani vikali kitendo hicho na kumwombea Dk Ulimboka ili apone haraka,” alisema Mdee.Katika hatua nyingine, Mwananchi lilitembelea hospitali za Mwananyamala, Temeke na Amana, kujionea hali ilivyokuwa baada ya kusambaa kwa taarifa za kupigwa kwa Dk Ulimboka.
Katika hospitali ya Mwananyamala, wengi walioonekana walikuwa ni wauguzi huku madaktari wakidaiwa kwenda katika hospitali ya Muhimbili kumuona mwenzao aliyejeruhiwa.
Dk Ulimboka aliwahi kufanya kazi katika hospitali hiyo ya Mwananyamala katika miaka ya nyuma.

Hata hivyo, juhudi za waandishi kuzungumza na uongozi wa hospitali hiyo, hazikufanikiwa baada ya wafanyakazi wa Ofisi ya Mganga Mkuu kusema kuwa mganga huyo amekataa kuzungumza, akiwataka waandishi wafike ofisini kwake leo.
“Ameniambia niwapeleke kwa katibu wake, lakini na yeye nimemkosa, sasa nimerudi kwake ameniambia niwaambie mrudi kesho,” alisema katibu muhtasi wake.
Katika hospitali za Temeke na Amana, hali pia ilikuwa hivyo, baadhi ya wahudumu waliokutwa katika hospitali hizo wakikataa kuzungumza kwa madai kuwa wanaotakiwa kuzungumza hawapo.

Madaktari jeshini waitwa kazini
Taarifa zilizotufikia wakati tukienda mitamboni, ambazo hazijathibitishwa, zilieleza kwamba madaktari wote wanaofanya kazi kwenye hospitali za jeshi ikiwamo Lugalo ambao hawakuwa zamu jana jioni, waliitwa kazini, tukio ambalo linahusishwa na tamko la Serikali linalotarajiwa kutolewa leo.

NAIBU Waziri wa Nishati na Madini, George Simbachawene, ameibuka na kukanusha vikali uvumi ulioenea jana kuwa amefumaniwa na mke wa mtu mjini Singida usiku wa kuamkia jana na kujeruhiwa mkono kwa kisu.

Akizungumza na waandishi wa habari mjini Karatu jana jioni, Simbachawene ambaye pia ni Mbunge Kibakwe (CCM) mkoani Dodoma, alisema habari hizo ni uongo na kudai kuwa zimeenezwa na baadhi ya wabunge wa Chadema aliokutana nao mjini Singida jana wakati akiwa njiani kwenda msibani Karatu.

Alisema kuwa katika hoteli aliyofikia, kuna mtu alifumaniwa akiwa na mke wa askari na kufafanua kuwa watu walizua jambo hilo kwa kuwa naye alilala katika hoteli hiyo.

“Ni uzushi tu walidhani kuwa mimi nimefumaniwa, ukweli ni kwamba jambo hilo halijanitokea. Mimi nilifika hapa jana (juzi) nikitokea Dodoma kuelekea Karatu kuhudhuria msiba wa shemeji yangu,” alisema Simbachawene.

Aliwataja watu wanaodaiwa kueneza uvumi huo hizo kuwa ni wanachama wanane wa Chadema akiwemo Mbunge wa Viti Maalumu kupitia chama hicho, Christina Lissu.

“Baada ya kufika Singida nilikwenda katika baa moja na kuwakuta wabunge wa Chadema na baadhi ya wanachama, nilipata kinywaji na kurudi hotelini kulala,” alisema Simbachawene.

Huku akivua shati kuwaonesha waandishi wa habari kwamba hakukatwa mapanga mikononi kama ilivyodaiwa, alisema kuwa alipoamka asubuhi ndipo alianza kusikia habari kuwa amefumaniwa na mke wa mtu.

Awali taarifa kutoka Singida zilizowekwa pia kwenye mitandao ya kijamii zilidai kuwa Naibu Waziri huyo alikumbwa na mkasa huo jana alfajiri.

Tukio hilo ambalo inaelezwa kuwa lilitoka majira ya saa kumi, baada ya taarifa hizo kumfikia mwenye mke, ilimlazimu mmiliki wa hoteli hiyo kutoa taarifa Polisi ili kuzuia maafa zaidi

Uvumi huo ulidai kuwa baada ya taarifa hizo, iliwalazimu askari Polisi kwenda katika hoteli hiyo ili kumuokoa Simbachawene, ambaye tayari alikuwa amejeruhiwa mkono kwa sime na askari huyo mwenye mke.

Mara baada ya purukushani hizo katika eneo hilo Naibu Waziri huyo alidaiwa kwenda kutoa taarifa katika kituo cha Polisi mkoani Singida, ambapo ilidaiwa kuwa katika maelezo yake aliandika jina la Josephat Joseph badala ya kutumia jina lake halisi.

Hata hivyo, Mbunge Christina Lissu, alisema anashangazwa na taarifa za yeye kuhusishwa kueneza uvumi huo.

Alisema walikutana na Naibu Waziri huyo, katika hoteli hiyo, wakiwa wanatoka mkoani Tabora katika kesi na wabunge wa Chadema, Conchesta Rwamlaza, Philipa Muturano na John Mrema ambaye ni Mkurugenze wa Bunge na Halmashauri ya chama hicho.

“ Tulipofika Singida nilimwoa Simbachawene nimwita jina, alitufuata na kutununulia vinywaji hapo hotelini,” alisema Lissu na kuongeza;

“Hata tulipofika hoteli, baada ya muda tukasikia kutoka kwa mmiliki wa hoteli akisema kuna watu wanataka kumharibia biashara. Tulipomuuliza kulikoni? Akasema kwani hamna habari si mmewaona Polisi wakati mnaingia hapa, huku akisema kuna kigogo wa Serikali amefumaniwa na mke wa askari.”

Kamanda wa Polisi wa Mkoa wa Singida, Linus Sinzumwa  alipoulizwa na Mwananchi Jumapili alisema hakuna tukio kama hilo lililotokea mjini Singida wala mahali popote katika mkoa huo.

“Huo ni uzushi tu, hakuna tukio hilo mjini Singida na wala sijasikia taarifa zozote za aina hiyo kutoka maeneo mengine mkoani hapa, alisema Sinzumwa.

Vigogo waficha bilioni 300 Uswisi

KITENGO cha Polisi wa Kimataifa (Interpol) nchini kinachunguza Sh303.7 bilioni ambazo zinadaiwa kukutwa kwenye akaunti sita za Watanzania, wakiwamo wanasiasa, katika benki mbalimbali nchini Uswisi.

Chanzo cha habari cha kuaminika  kutoka ndani ya Interpol kilichonukuliwa na gazeti dada la Mwananchi, The Citizen, kimesema baadhi ya wanasiasa nchini na watu wengine ndiyo wanahusika na ufisadi huo kwa kuwa na akaunti zenye fedha nyingi nchini Uswisi.
Fedha hizo zimeelezwa ziliingizwa katika akaunti hizo na kampuni za uchimbaji mafuta na kampuni za uchimbaji madini, ambazo zinafanya kazi Tanzania.

Chanzo hicho kiliongeza kwamba fedha hizo zipo katika akaunti sita tofauti, zinazomilikiwa na Watanzania wakiwamo wanasiasa.

Kiasi hicho cha fedha kilichofichwa Uswisi, kinatosha kuendesha Bajeti ya Wizara ya Mifugo na Uvuvi kwa miaka mitano, au kusaidia Wizara ya Mambo ya Nje na Ushirikiano wa Kimataifa, kuendesha shughuli zake kwa miaka miwili.

Hata hivyo, chanzo hicho kilieleza kuwa tangu akaunti hizo zifunguliwe wamiliki wake halali hawajawahi kuingiza hata shilingi moja.

"Wenzetu wa Uswisi wameeleza fedha hizo zimeingizwa na kampuni kadhaa ambazo zinahusika na mafuta pamoja na madini hapa nchini," kilidokeza chanzo hicho.

Mabilioni hayo yamebainika kufichwa wakati takwimu zilizotolewa na Umoja wa Taasisi za Kupambana na Rushwa barani Afrika ikiwamo Tanzania, zikionyesha kwamba Sh22 trilioni, zimekuwa zikitoroshwa nchini humo na kufichwa katika nchi za kigeni, ikiwamo Uswisi.

 Fedha hizo zimebainishwa na ripoti ya Benki ya Taifa ya Uswisi (SNB), iliyotolewa hivi karibuni, ikibainisha nchi mbalimbali ikiwamo Tanzania, na kiwango cha fedha zake zilizohifadhiwa huko.
Taasisi ya Kuzuia na Kupambana na Rushwa (Takukuru) hivi sasa inafuatilia suala hilo kwa mamlaka za Uswisi, ili kujua fedha hizo ziliko na nani anazimiliki.

Mbali ya Tanzania, nchi nyingine ambazo zina fedha nyingi katika benki za Uswisi ni Kenya (dola 857 milioni), Uganda (dola 159 milioni), Rwanda (dola 29.7 milioni) na Burundi dola 16.7 milioni.
Jumla ya fedha zilizoko katika benki za Uswisi kutoka nchi hizo nyingine za Afrika ni Faranga 1.53 trilioni za nchi hiyo na ripoti hiyo imeelezwa kuwa kuna msukumo wa kimataifa wa kuitaka nchi hiyo izitake benki zake, kubadilishana taarifa za wateja na serikali za kigeni.

Ripoti hiyo imekuja wakati pia Uswisi ikiwa na rekodi ya kuhifadhi mabilioni ya dola kutoka nchi za kigeni ikiwamo Afrika, kwani iliwahi pia kuhifadhi dola zaidi ya bilioni 1.5  za aliyekuwa Kiongozi wa Kijeshi wa Nigeria, Jenerali Sani Abacha na dikteta Mobutu Seseseko wa iliyokuwa Zaire.

Gavana azungumza
Akizungumzia ripoti hiyo, Gavana wa Benki Kuu (BoT), Profesa Beno Ndulu (pichani) alisema uamuzi huo wa Uswisi wa kuanza kufungua milango utaiwezesha BoT kuwa na rekodi ya kiasi halali cha fedha zilizopo katika nchi hiyo.

Profesa Ndulu alifafanua kwamba katika siku za nyuma, Uswisi haikuwa imefungua milango kwa kutaja kiasi cha fedha za wateja wake walioweka fedha katika benki zake, hivyo ilikuwa vigumu kwa mamlaka za ndani kuweza kufanya uchunguzi.

"Ndiyo kwanza wameanza kufungua milango, sisi siku zote tulikuwa hatuwezi kujua nini kinaendelea. Lakini, angalau sasa tutaweza kujua na kuwa na rekodi baada ya uamuzi huo wa kufichua kiasi cha fedha kilichomo katika benki zake," alifafanua gavana.
Kiutaratibu, BoT inapaswa kuwa na rekodi ya fedha halali za Watanzania zilizopo nje ya nchi.

Kauli ya Takukuru
Mkurugenzi Mkuu wa Takukuru, Dk Edward Hoseah alikaririwa na The Citizen hivi karibuni alisema kuwa ofisi yake ina taarifa kuhusu suala hilo na kwamba wanaanza mawasiliano na Serikali ya Uswisi kujua ukweli wake.

Dk Hoseah alisema taasisi hiyo inataka kujua jinsi gani fedha hizo ziliwekwa kwenye benki za Uswisi, watu waliohusika na namna uhamishaji wa fedha hizo ulivyofanyika.

"Tutakapogundua fedha hizo zimetoka wapi, tutafuata taratibu zinazohusika kuhakikisha zinarudi nchini," alisema Dk Hoseah na kuongeza: "Tutatumia sheria zilizopo katika nchi hizi."

Kwa upande wake Mkurugenzi wa Upelelezi wa Makosa ya Jinai (DCI), Kamishna Robert Manumba hakutaka kuzungumzia suala hilo akieleza kuwa yuko likizo, hivyo aulizwe msemaji wa Jeshi la Polisi.
Msemaji wa jeshi hilo, Advera Senso alisema hawajapata ripoti hiyo na kwamba atawaomba watu wa uchunguzi kumpatia, ili aweze kutoa taarifa.

Olivier Giroud agrees deal to join Arsenal

Arsenal Football Club is delighted to announce that France international Olivier Giroud has agreed to join the Club on a long-term contract.

The 25-year old striker completed a medical before agreeing terms at the Club’s training ground on Monday evening. The completion of the transfer is now just the subject of formal processes.

Giroud arrives from French champions Montpellier, where 21 goals in 36 league appearances made him the French league’s joint top goalscorer last season and also earned him a place in the Ligue 1 Team of the Year.

Giroud, who enjoyed a two-year spell at the Stade de la Mosson and broke into the national team in November 2011, flew to London after representing Les Bleus at the European Championship in Ukraine and Poland.

The Chambéry-born player spent his formative years in France's lower leagues, developing his game with Grenoble, on loan at FC Istres and then at Tours FC, where he played alongside Laurent Koscielny for a season before being awarded the Ligue 2 Player of the Year award in 2009/10.

Manager Arsène Wenger said: “We are delighted to have secured the signing of Olivier Giroud. He has a very good physical presence and is exceptional in the air, with a great work ethic. We are excited about Olivier joining us and he will add an additional dimension to our attacking options next season.

“He has proved that he is capable of performing at the top level with club and country, and we saw what a big influence he was in Montpellier’s championship-winning side last season. We all look forward to Olivier joining us and seeing him play in an Arsenal shirt.”

Giroud, whose contract with Arsenal will officially commence on July 1, said: “I am delighted to be here at Arsenal and to be part of one of the great teams in English football. It's a huge satisfaction to join this great club and it’s been a dream since I was young to play in the Premier League.

“I was attracted by the philosophy of football and Arsène Wenger’s 'touch' at this club. I have always admired Arsenal with its great history and reputation, and I now hope to achieve great things here. I’m very proud to be a Gunner and I will give my best for all the Arsenal fans.”

Giroud will join up with the Gunners for the Club’s pre-season preparations ahead of the new season.

WAKATI joto la uchaguzi wa klabu ya Yanga likizidi kupanda, Kamati ya Uchaguzi ya klabu hiyo, imesema itatumia teknolojia ya kompyuta wakati wa kupiga na kuhesabu kura.
Uchaguzi mdogo wa Yanga unaosubiriwa kwa hamu unatarajia kufanyika jijini Dar es Salaam Julai 15 mwaka huu.

Akizungumza jijini Dar es Salaam jana, Katibu Mkuu wa Kamati ya Uchaguzi ya Yanga, Francis Kaswahili alisema mpango wa matumizi ya teknolojia hiyo una lengo ya kuongeza ufanisi na kuepukana na udanganyifu.

Kaswahili, alisema iwapo zoezi hilo litafanikiwa kama wanavyotarajia, litawezeshwa kupigwa hatua muhimu ndani ya klabu hiyo."Kimsingi tumepanga kufanya uchaguzi kwa ufanisi kabisa na ili kuhakikisha hilo linafanikiwa tutatumia tekonolojia ya kompyuta," alisema Kaswahili.
"Ni utaratibu mzuri na utakaoleweka kirahisi. Wanachama watapiga kura na kisha kura hizo kuhesabiwa kwa mfumo huohuo wa Kompyuta."

Alisema msingi mkubwa wa kutumia utaratibu huo ni kuhakikisha suala la udanganyifu linakosa nafasi na pia kuharakisha zoezi lenyewe la kupiga kura.Alipoulizwa kuhusu gharama za kuandaa mfumo huo, Kaswahili alisema:"Baada ya siku chache zijazo ukinifuata nitajua gharama halisi zitakazotumia."

"Hakuna shaka hilo linawezekana kwa sababu, siku hizi siyo kama zamani kwamba kila kitu lazima kitoke Ulaya,vitu vingi sasa vinapatikana hapa kwetu," aliongeza.Kaswahili alisema kuwa, kwa kuanzia kamati yake itaboresha daftari la wapiga kura ili kujua idadi ya wanachama wanaostahili kupiga kura.

"Kwanza kabisa ni lazima tuboreshe leja, lazima tujue nani yuko hai na nani amekufa ili tupate idadi kamili wanaostahili kupiga kura," alisema Kaswahili.Uchaguzi mdogo wa Yanga unafanyika kuziba nafasi kadhaa ikiwamo ya Mwenyekiti, Makamu na wajumbe wa Kamati ya Utendaji.
Aliyekuwa mwenyekiti wa klabu, Llyod Nchunga alitangaza kuachia ngazi mapema mwezi huu baada ya shinikizo la muda mrefu toka baadhi ya wanachama waliomtaka kufanya hivyo.

MBUNGE wa Ubungo, John Mnyika amesema anakusudia kukata rufaa kwa Kamati ya Bunge ya Kanuni dhidi ya Naibu Spika wa Bunge, Job Ndugai kutokana na uamuzi wa kumtoa bungeni wiki iliyopita.

Wiki iliyopita Mnyika alitolewa bungeni baada ya kukataa kufuta kauli yake kuwa ‘Rais Jakaya Kikwete ni dhaifu’.

Jana, katika taarifa yake kwa vyombo vya habari, Mnyika alisema anakusudia kukata rufaa dhidi ya Ndugai, ili kuwe na mjadala mpana wa kibunge utakaoweka kumbukumbu sahihi.
 Alisema uamuzi huo wa kukata rufaa kwa Kamati ya Kanuni za Bunge, unalenga kupata haki. Mnyika alisema kutamka kuhusu udhaifu wa Rais, si kumtukana wala siyo kutumia jina lake kwa dhihaka.

“Pamekuwapo na propaganda za kudai kuwa kauli hiyo ni matusi, chanzo ni udhaifu wa Naibu Spika Ndugai, kwa kunihukumu kwa kutumia kanuni tofauti na tuhuma iliyotolewa,” alisema.

Alifafanua kwamba, “Naheshimu taasisi ya urais na umri, naamini pia katika matumizi ya lugha za kidiplomasia, hata hivyo, niliamua kuusema ukweli kwa lugha ya moja kwa moja ili ujumbe ufike kwa mamlaka zote.”
Alisema hata viongozi wa dini na taasisi mbalimbali, wamekuwa wakisema hadharani kuhusu udhaifu huo wa rais.

Kuhusu Bajeti, Mnyika alisema wabunge wamekuwa na udhaifu kutokana na Katiba kuweka nguvu kubwa kwa Rais, kwamba wasipopitisha Bajeti anaweza kulivunja Bunge.

“ Woga huo wa Rais kulivunja Bunge ndiyo maana wamekuwa wakipitisha Bajeti kwa kauli za `ndiyo’ kwa asilimia 100, hata kama kuna maeneo ambayo wanayapinga,” alisema Mnyika katika taarifa yake hiyo.

Mbali na kukata rufaa, aliongeza, “Bunge litakapokuwa likijadili utekelezaji wa bajeti katika Ofisi ya Rais 2012/13, nitaeleza hatua ambazo Rais anapaswa kuchukua kufanikisha ahadi alizozitoa kwa Watanzania.” 
Alisema anaamini, Rais Kikwete anayo fursa ya kurekebisha, ili kuongeza nguvu zake katika kupanua wigo wa mapato na hatimaye kuongeza kiwango cha fedha za maendeleo.

Only the nasty statistic survives. Only that and the nagging sense of disappointment that follows whenever England lose in this manner to opposition of the quality of Italy.

Going out on penalties is always painful and for Ashley Young and Ashley Cole, the two England players who missed on this occasion, the European Championship ends in crushing circumstances. It also once again highlights the mental fragility of English players when it comes to the cruel lottery of spot-kicks.

But if Roy Hodgson ever believed his players were about to erase that record he spoke of and become the first England team to beat a major footballing nation on foreign soil in the knockout stages of a tournament, he would have done so knowing it would not have been deserved.

The statistics that emerged at the sound of the final whistle concerning Italy’s superiority illustrated as much. The fact that Cesare Prandelli’s team struck the post twice and had a goal disallowed for offside. The fact that England’s players spent much of the night chasing the peerless Andrea Pirlo in vain.
Pirlo (below) was magnificent, crowning one of the finest individual displays we have seen here in eastern Europe with a chipped penalty that was simply sublime. Joe Hart stuck his tongue out in a desperate attempt to put him off and Pirlo punished England’s goalkeeper for his impertinence. The man has nerves of steel as well as the touch of an angel.

To the list of England’s failures Hodgson has to add another one. In particular to the five penalty defeats by Portugal, Argentina and Germany.

But for England’s new manager there is more. There is a deeper understanding of the job he has; the task he faces; the fact that there remains much work to do before England can win a game like this.
Hodgson will also focus on the positives of the last few weeks and rightly so. He will remind himself how low the expectations were amid the chaos of his last-minute appointment just 56 days ago — 43 if you  discount the 13 he spent as West Bromwich Albion manager.

He should reflect with some pride on the three performances that enabled England to win a group that included France. On the way he galvanised this England squad and delivered a team that fought for one another. Cole had called them ‘11 bulldogs’ who were prepared to die for the cause and their success in taking this quarter-final to the death was proof of that.
From John Terry and Joleon Lescott, from Hart and Glen Johnson, too, came some heroic performances here at the Olympic Stadium. For 15 or 20 minutes of the first half England also played their best football of the tournament. Their best football in years, in actual fact.

But that spell lasted as long as it took Italy to regain control, and in particular for Pirlo to dictate the tempo with his exceptional vision and passing.
If Hodgson was pleased with the first half, the last 75 minutes must have felt like a lifetime. As it was it spanned two days, this game ending well after midnight.

For Steven Gerrard and Scott Parker, it was exhausting. Chasing, chasing, chasing. Although nobody chased more than Wayne Rooney in that opening 45 minutes. He ran almost a kilometre more than any other England player, most of the ground he covered in pursuit of Pirlo. That said, Rooney was again short of his best. He looked unfit and was again unable to impose himself on the contest.

Hodgson tried to relieve the pressure by sending on Andy Carroll and Theo Walcott, but to no avail. With Parker’s lungs and legs unable to give any more, he also ended up sending on Jordan Henderson.
How difficult it was going to be became alarmingly apparent after an opening two minutes and 55  seconds that Italy completely  dominated. A case of pass, pass, pass before Daniele De Rossi unleashed a swerving shot that bounced off Hart’s right-hand post.

But such was England’s confidence at this stage, they responded well, with Johnson ending a move that he had started, a move that continued with Young and James Milner, with a close-range shot that forced a quite brilliant save from Gianluigi Buffon.
For a while after that, it was England who dominated, and there were chances for both Rooney and Welbeck, too. It was absorbing stuff — fast, exciting, end to end.
The sight of Italy pumping balls towards Mario Balotelli must have encouraged Hodgson. Until, that is, they started to find their range and Terry and Lescott had to make some first-class challenges to stop the Manchester City striker from scoring.

Italy finished the half in the ascendancy and their confidence grew after the break. There were a couple of England attacks and a bicycle kick Rooney sent over the crossbar in second-half stoppage time.
But it was a torturous 45 minutes for Hodgson and torturous for his players, too, such was the superiority of Prandelli’s side.
England were lucky not to concede when Hart spilled a powerful shot from De Rossi. The England goalkeeper then did well to block the follow-up effort from Balotelli, but with the goal at his mercy the otherwise impressive Riccardo Montolivo sent his shot over the crossbar.

It was to the considerable credit of England’s defenders that this game went to extra time. Again Italy went closest to scoring in that period, with Alessandro Diamanti swinging in a cross that bounced off a post.
When it came to penalties, however, England had no such luck. They were prepared. As well as the practice they did in training, there was the sight of Dave Watson, the goalkeeping coach, producing an iPad with key information for Hart.

But Hart made not one save. Montolivo sent his wide, Young hit the crossbar and Cole — normally so good from 12 yards — made it all too easy for Buffon to make the decisive save.
Game over. Adventure over.
